The Q4 status report does not provide a consistent promised-versus-actual completion date or one comparable on-budget rate for every project. From 2010 onward the acquisition series also excludes assets contributed by developers and other parties.

Method notes

  • Accounting rules changed twice across this series. 2010 onward: audited City-funded tangible-capital-asset acquisitions from the annual reports (click a bar for the project list). 2008-2009: total TCA acquisitions the City reported to the provincial ministry during the accounting transition. 2000-2007: consolidated capital-fund expenditures from ministry Schedule 402, the pre-2009 accounting basis. The older bars describe the same activity on different accounting rules, so exact year-to-year comparisons across the breaks are not valid.
  • The Q4 2025 project-status snapshot covered 115 capital projects: 63 complete or substantially complete and in service, 23 in progress, 27 delayed and 2 cancelled. Three projects exceeded budget by more than $10,000, by $41,979 combined.

What should be measured next: Keep the quarterly status list and add a consistent annual scorecard for projects completed on time, completed on budget, delayed, changed in scope and cancelled.
